Developed as part a California Strategic Growth Council planning grant (Transform Climate Communities) for a broader project called “The Allensworth Model for Rural Climate Resilience

and BIPOC Self-Sufficiency in the Central Valley,” the Greenways Framework  Plan reimagines public rights-of-way as climate-adaptive civic infrastructure that strengthens ecological resilience, community health, and everyday life. The greenways integrate shade, stormwater management, habitat restoration, air-quality improvement, multimodal mobility, and community gathering into a connected public landscape linking residential areas, community facilities and sites, and Colonel Allensworth State Historic Park. The framework establishes a hierarchy of greenway typologies tailored to the unique social and environmental conditions of each corridor while reinforcing community identity through regionally appropriate planting, interpretive elements, and public amenities.

The project extends beyond conceptual planning to provide an implementable framework for phased realization, including planting strategies, climate-adapted species palettes, establishment and maintenance guidelines, and planning-level cost estimates. Designed to evolve over time, the greenways demonstrate how rural infrastructure can simultaneously address extreme heat, flooding, dust, biodiversity loss, public health, and recreation while supporting long-term environmental stewardship and community resilience.
